Topical Workshops – Eighteen Different Land Use Subjects

Thanks to funding provided by the Utah Division of Housing and Community Development, a division of the Utah Department of Workforce Services, and the Building Permit Land Use Training Fund managed by the Office of the Property Rights Ombudsman at the Department of Commerce, we are hosting a series of workshops on as many as twenty land use topics in 2023.

Local Land Use Regulation Seminars

The Utah Land Use Institute is pleased to announce that the Office of the Property Rights Ombudsman has approved a grant that will allow us to provide training to local leaders, free of charge to sponsors and those who attend.

The training can include one three-hour,  one four-hour, or two – two hour workshops.  Three hours of the training are approved for continuing education credit for real estate professionals and appraisers.  Four hours credit will be available for attorneys and AICP planners, or less, depending on the length of each seminar.  We are authorized to hold as many as forty sessions across the state.

Co-Sponsored by the Utah League of Cities and Towns, the Utah Chapter of the APA, Home Builders of Utah, the Real Property Section of the Utah State Bar, the Salt Lake Board of Realtors and others.

The in person training will include a free copy of Utah’s new handbook to land use regulation—Ground Rules, published by the ULUI.  This is a comprehensive, plain English guide to zoning rules and procedures, that sells on Amazon for $21.95 + tax and shipping.  Those attending online are encouraged to acquire the book through Amazon prior to the seminar.

Trainers may include the handbook’s author, Craig Call; Wilf Sommerkorn, Deputy Executive Director of the ULUI; and others. Plenty of time is provided for local officials to offer their perspectives as well.  This workshop qualifies toward the required four-hour annual training for planning commissioners in the largest 83 cities in the state.  With the permission of the local sponsor arranging for the training, we may also invite real estate professionals, planners, attorneys, citizens, and others to join in the conversation.  We encourage officials from nearby communities to meet together.

This in person training is approved by the Division of Real Estate for continuing education credit for real estate professionals and appraisers.  It is not approved for online credits.  We will also seek approval for credit for attorneys who attend, either virtually or in person.  These hours qualify for the required four hour annual training requirement for those serving on a planning commission.  You must preregister on eventbrite to receive professional education credits.

COVID:  The in person courses are conducted in enclosed spaces such as a city council chamber or conference area.  Those attending are encouraged to wear masks, which will be provided if you do not have one.  If you are concerned about the possibility of contracting the virus, please join us at one of our online sessions.

Conducted in a conversational style with an engaging discussion of  real-life examples from Utah court decisions, this training is meant to provide an orientation to the basics of planning and zoning laws, procedures, and best practices. 

Let us set up a time to involve your planning commissioners, council members, appeal authority officials and others in this free training opportunity—all we need is a local sponsor, a location and a date.  Free copies of the book are available to those who attend in person.  We are not able to mail copies to online participants but they are available for quick delivery from Amazon.  Seach for “Ground Rules”.
